Changes to Roadway Construction Moratoriums dataset

Due to a change in data source, we will be making the following changes to the Roadway Construction Moratoriums dataset on Friday, 11/13/2015:

Adding a START DATE column
Each record will represent an entire moratorium stretch of street. In the current structure, each block is a separate record.
Removing the WARD_ODD and WARD_EVEN columns.
